legal_citation_format
Format and parse legal citations: Spanish legislation as published in the BOE ("Ley 39/2015, de 1 de octubre, ... «BOE» núm. 236, de 2 de octubre de 2015, pp. 89343-89410") with BOE-A links and ELI URLs; EU acts from EUR-Lex (CELEX number to and from "Regulation (EU) 2016/679", the full title with its Official Journal reference, ELI and EUR-Lex URLs, in English or Spanish); European Case Law Identifiers checked against the ECLI rules; and US case citations in Bluebook form ("Brown v. Board of Education, 347 U.S. 483 (1954)"), built from parts or parsed.
Install
/tools install legal_citation_format /tools install legal_citation_format@1.0.0
In a console session, or let the model find it in normal mode: axlr_catalog describes it and axlr_install_tool asks for the same install card. The card reads catalog axlr · legal_citation_format 1.0.0 · verified once the index signature, the manifest digest and every file digest check out. Then the model runs it with axlr_run_tool legal_citation_format; each run is approved as a local_exec.

The command the install card registers is python3 legal_citation_format.py, run in the workspace with PATH and HOME as its only environment. Each file's SHA-256 is in the signed index; the console checks them before showing the card and again before writing.
