Agentic execution runtime for local model turns, approved tools, sessions and MCP.
AXLR owns the model loop, the tools, the approvals and the sessions. Pair it with KMP for evidence-backed memory and MADE for recorded workflows. Four interfaces, one set of use cases.
› allocate 7 seats from votes.csv with D'Hondt, threshold 3 % ◇ console: axlr_catalog found seat_allocation 1.0.0 (catalog axlr) ▣ install card · catalog axlr · seat_allocation 1.0.0 · verified $ python3 .axlr/tools/seat_allocation/seat_allocation.py [y] install [any key] no ▶ axlr_run_tool seat_allocation {"seats": 7, "votes": …} exit 0 · {"allocation": {"A": 3, "B": 3, "C": 1, "D": 0}} A 3 · B 3 · C 1 · D 0. D clears the 3 % threshold, but D'Hondt leaves it without a seat.

File tools stay inside the root; programs and MCP servers run with their host's authority; every write, edit, exec and plugin call carries a reason and a card.
Project scope recovered at the start of a task, decisions written with evidence, relations with their why, a viewer for the history.
Published definitions, claimed steps, guarded transitions, bounded repetition and a receipt for every human decision.
Agent workflows
Multi-step state machines the console drives and MADE records. Six commands start the built-in ones; /ceremony runs any published definition, including the catalog's. Each one has its states, its guards, the points where a person decides and the judgements the model makes for itself.

Catalog and registry
Pre-forged tools in the exact shape of a forged tool, served from a signed static index at registry.underpassai.com. Install from the console; publish with your own Ed25519 key after an operator approves your enrolment. Every entry: policy scan, sandbox tests, a named reviewer.
/tools keygen /tools enroll acme acme_* --contact ops@acme.example /tools publish acme_count → scanned · no findings · tests passed
Signed requests, per-key rate limits, no tokens. The operator approves the publisher once; every version is reviewed on its own.
